Reappropriates $2,500,000 from Act 199 of 2015 to the Arkansas Public Defender Commission effective July 1, 2016 for expenses related to resentencing juveniles sentenced to mandatory life without parole.

Establishes 3 maximum regular employees in the position of Public Defender (Grade C119) for the Trial Public Defender Office for fiscal year 2016-2017.

Reappropriates $136,527 from Act 972 of 2015 to the Trial Public Defender Office for personal services effective July 1, 2016.

Requires all expenditures to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations unless otherwise specified by law.

Declares an emergency effective July 1, 2016 to ensure continuity of operations for the Arkansas Public Defender Commission.
