Reappropriates the balance of capital improvement appropriations to the Arkansas Waterways Commission for the "Three Rivers Study" at the confluence of the Arkansas, Mississippi, and White Rivers, not to exceed $1,500,000, effective July 1, 2016.

Allows the Commission to accept and use grants, donations, and Federal funds to supplement State Treasury funds, but prohibits using Maintenance and General Operations appropriations for this project.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds.

Declares an emergency clause establishing July 1, 2016 as the effective date to ensure proper agency operation, as the Arkansas Constitution limits appropriations to one-year periods.
