Reappropriates capital improvement fund balances to the Arkansas Agriculture Department effective July 1, 2016, including $55,627 for agricultural disaster-related maintenance and operations, $25,000,000 for facility improvements, and $10,000,000 for additional disaster-related expenses.

Allocates $847,200 for County and District Fairs facility improvements and $13,800,000 as a low-interest loan grant for Arkansas Boll Weevil Suppression Eradication Act debts.

Appropriates $42,500 to Camp Couchdale for Future Farmers of America facility improvements and $69,563 from the Livestock and Poultry Special Revenue Fund for Necropsy Room construction and renovation.

Provides $450,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, and preservation of state-owned lands and historic sites.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws; declares emergency effective date of July 1, 2016.
