Reappropriates the balance of capital improvement funds from Act 193 of 2015 to the Arkansas Department of Emergency Management for replacement of the State Emergency Operations Center Audio Visual Equipment, effective July 1, 2016.

Authorizes up to $400,000 in funding for the audio visual equipment replacement project from the General Improvement Fund.

Permits the department to supplement state funds with grants, donations, federal funds, and unobligated cash income to cover project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Declares an emergency clause making the act effective July 1, 2016, citing constitutional limitations on multi-year appropriations and the essential need for immediate agency operations.
