Reappropriates the balance of capital improvement appropriations for the Office of Attorney General effective July 1, 2016, not to exceed $50,000 from the General Improvement Fund

Funds are designated for personal services and operating expenses for staffing and implementing a Hot Line for reporting and data collection

Agencies may supplement state treasury funds with grants, donations, federal funds, and unobligated cash income to finance project costs

Requires strict compliance with state purchasing law, general accounting and budgetary procedures, revenue stabilization law, and other fiscal control laws

Declares an emergency effective July 1, 2016, as required by the Arkansas Constitution which prohibits appropriations for more than one year
