Reappropriates the remaining balance from Act 149 of 2015 for the Arkansas Geological Survey Warehouse Roof Replacement project, not to exceed $95,000, effective July 1, 2016.

Requires disbursements to comply with State Treasury fund availability and allows the Arkansas Geological Survey to supplement with grants, donations, Federal funds, and unobligated cash income.

Prohibits use of maintenance and general operations funds for the appropriations contained in this act.

Mandates strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws.

Declares an emergency effective July 1, 2016 to ensure timely operation of the agency, citing the State Constitution's one-year appropriation limit.
