Reappropriates $24,644 in unexpended balance from Act 120 of 2015 for the Department of Veterans' Affairs for personal services, operating expenses, maintenance, construction, renovations, equipment and veterans services grants, effective July 1, 2016.

Reappropriates $1,500,000 in unexpended balance from Act 120 of 2015 for land acquisition, improvements, construction, maintenance, and equipment/furnishings for a Veterans' Home, effective July 1, 2016.

Reappropriates $305,700 in unexpended balance from Act 181 of 2015 for Electronic Health Management Systems and Information Technology Equipment, effective July 1, 2016.

Prohibits awarding contracts or incurring obligations beyond available State Treasury funds; agencies may supplement with federal funds, grants, donations, and unobligated cash income.

Declares an emergency effective July 1, 2016 to ensure essential governmental programs continue without delay.
