Reappropriates $101,397 in unexpended balances for the purchase of a Liquid Chromatography Mass Spectrometry (LCMS) instrument, effective July 1, 2016.

Reappropriates $60,042 in unexpended balances for the purchase and installation of an electrical transfer switch, effective July 1, 2016.

Reappropriates up to $1,000,000 in unexpended balances for various maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of State Crime Laboratory real property and facilities, effective July 1, 2016.

Restricts contract awards and obligations to available State Treasury funds, but allows the State Crime Laboratory to supplement with grants, donations, Federal funds, and unobligated cash income.

Declares an emergency effective July 1, 2016, finding that delayed appropriation authority could harm essential governmental programs.
