Reappropriates $9,842 from the balance of Act 126 of 2015 to the Bureau of Legislative Research for the Vision 2025 Legislative Commission on the future of Higher Education, effective July 1, 2016.

Requires that no contracts may be awarded or obligations incurred exceeding available State Treasury funds, unless supplemented by grants, donations, Federal funds, or unobligated cash income from the receiving institutions or agencies.

Mandates strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Requires funds to be used in compliance with stated reasons for appropriation as evidenced by Agency Requests, Executive Recommendations, and Legislative Recommendations in budget manuals and official legislative minutes.

Declares an emergency effective July 1, 2016, citing the constitutional one-year appropriation limit and the need for immediate operation of the agency.
