Establishes one full-time position of AHIRB Executive Director at Grade C120 salary for the Arkansas Home Inspector Registration Board in fiscal year 2016-2017.

Appropriates $96,720 from the Arkansas Home Inspectors Registration Fund for personal services and operating expenses, including $38,605 for regular salaries, $13,715 for personal services matching, and $44,400 for maintenance and operation expenses.

Appropriates an additional $25,000 from the Arkansas Home Inspectors Registration Fund for research, procurement, and implementation of a public awareness campaign.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and salary restrictions, along with regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2016 to ensure immediate operation of the agency.
