Establishes 15 maximum regular employees for the Arkansas Real Estate Commission for fiscal year 2016-2017, including an Executive Director at $97,104 annually and positions ranging from Grade C109 to C126.

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $1,280,872 for operations, including $597,819 for regular salaries, $209,718 for personal services matching, $397,744 for operational expenses, $16,662 for conferences and travel, and $32,929 for professional fees.

Appropriates $352,500 for the Real Estate Recovery Cash Fund, consisting of $250,000 for damage payments and $102,500 for education.

Requires attorney employment requests to be submitted to the Arkansas Attorney General first, with the Attorney General's written consent and certification required before private legal counsel can be engaged using appropriated funds.
