SB4 Summary

• Reappropriates capital improvement balances for the Secretary of State from Acts 151, 395, 663, and 718 of 2015, effective July 1, 2016, totaling approximately $45.2 million.

• Allocates funds for State Capitol projects including HVAC upgrades ($6.5M), roof and window repairs ($2.5M), stone restoration ($3.5M), and voting machine replacement statewide ($30M).

• Provides funding for Capitol grounds improvements including asphalt resurfacing, lighting, irrigation upgrades, drainage systems, and restroom facility maintenance.

• Appropriates $1M from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, and preservation of state-owned lands and historic sites.

• Declares an emergency effective July 1, 2016, and requires compliance with state purchasing laws and fiscal control regulations in fund disbursement.
