Establishes a maximum of 45 regular employees for the Arkansas State Medical Board for fiscal year 2016-2017, including positions such as Medical Board Secretary/Treasurer ($104,236), Administrative Services Manager (Grade C124), and 21 Licensing Coordinators (Grade C113).

Authorizes up to 2 part-time or temporary employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates a total of $3,808,201 from cash funds for the fiscal year ending June 30, 2017, including $1,599,086 for regular salaries, $587,935 for personal services matching, and $1,378,180 for operating expenses.

Appropriates up to $200,000 for legal fees in the Edwards v. Beck case related to challenges to the Arkansas Human Heartbeat Protection Act, payable from fund balances with no effect on prior or future fiscal year budgets.

Authorizes the State Medical Board to expend $25 per licensed physician annually to 501(c)(3) Arkansas foundations for identification, treatment, and monitoring of healthcare professionals with alcohol or drug abuse problems.
