Establishes maximum of 10 regular employees for the Arkansas Geographic Information Systems Office for fiscal year 2016-2017, including positions such as State Geographic Info Officer, Land Survey State Surveyor, GIS Lead, Senior GIS Analysts, GIS Analysts, Surveyor, and Administrative Specialists.

Appropriates $1,157,286 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $602,751 for regular salaries, $187,443 for personal services matching, and $367,092 for maintenance, general operations, conferences, travel, and professional fees.

Appropriates $850,000 from the Geographic Information Systems Fund for Geostor and the Arkansas Spatial Data Infrastructure to carry out duties of the Arkansas State Land Information Board and maintain framework spatial data.

Appropriates $1,333,300 from the Geographic Information Systems Fund for expenses of implementing and administering the Statewide Mapping Grant Program.

Authorizes transfer of any unexpended balance from the Miscellaneous Agencies Fund Account to the Geographic Information Systems Fund on June 30 of each fiscal year, subject to written justification and reporting requirements to the Department of Finance and Administration.
