Establishes maximum of 31 regular employees for the Arkansas Tobacco Control Board for fiscal year 2016-2017, including 1 director, 2 branch managers, 3 FDA senior enforcement agents, and 14 enforcement agents.

Appropriates $898,920 from the Miscellaneous Agencies Fund Account for Operations including $457,745 in regular salaries, $152,907 in personal services matching, and $288,268 in maintenance and general operations.

Appropriates $896,618 from cash funds for Sales to Minors Enforcement including $502,824 in regular salaries and $212,272 in operating expenses, with up to $5,000 authorized annually for promotional items.

Appropriates $940,750 from federal funds for the Tobacco Inspection Program including $401,376 in regular salaries and $17,041 in overtime, and appropriates $50,000 from the Cigarette Fire Safety Standard Fund for fire safety and prevention programs.

Appropriates $74,384 from the Arkansas Tobacco Control Revenue Fund for enforcement purposes under § 19-6-831, and declares an emergency effective July 1, 2016.
