Establishes maximum of 5 regular employees for the Arkansas Department of Aeronautics for fiscal year 2016-2017, including an Aeronautics Director at $95,126 and four other positions in grades C118-C124

Appropriates $15,626,734 from the Department of Aeronautics Fund for personal services, operating expenses, and grants to cities and counties, including $15,000,000 specifically for grants to cities and counties

Appropriates an additional $12,000,000 in federal funds for grants to cities and counties for fiscal year 2016-2017

Requires all fund disbursements to comply with state procurement, accounting, budgetary procedures, and other fiscal control laws, with spending aligned to agency requests and legislative recommendations documented in budget manuals and meeting minutes

Declares an emergency effective July 1, 2016 to ensure immediate operation of the department and uninterrupted provision of essential governmental programs
