Appropriates $247,703 from the Miscellaneous Agencies Fund Account to the Capitol Zoning District Commission for fiscal year ending June 30, 2017, including $161,026 for regular salaries, $938 for extra help, and $55,416 for personal services matching.

Authorizes a maximum of 3 regular employees for the Commission: one Capitol Zoning District Administrator (Grade N901), one Planning and Preservation Director (Grade C117), and one Administrative Analyst (Grade C115).

Authorizes one temporary or part-time employee when needed at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Amends Arkansas Code § 22-3-310 to change the appeals process for Capitol Zoning District Commission decisions from the Circuit Court of Pulaski County to the Director of the Department of Arkansas Heritage, with further appeals to Circuit Court reviewed de novo.

Declares an emergency effective July 1, 2016 to ensure the agency can operate during the fiscal year beginning July 1, 2016.
