Appropriates $49,741 to the Arkansas Board of Hearing Instrument Dispensers for fiscal year 2016-2017, funded from cash funds including $26,900 for extra help, $4,691 for personal services matching, and $18,150 for maintenance and general operations.

Authorizes up to 2 temporary or part-time employees ("Extra Help") to be hired as needed at rates not exceeding those in the Uniform Classification and Compensation Act.

Exempts the Board of Hearing Instrument Dispensers from Arkansas Building Authority leasing jurisdiction and procedures for the 2016-2017 fiscal year.

Requires the Board to request legal services from the Attorney General before employing private attorneys, with Attorney General certification required for each instance or annually for retainer arrangements.

Makes the act effective July 1, 2016 as an emergency measure necessary for the agency's operation and to comply with constitutional limits on appropriation periods.
