Appropriates $476,803 to the Arkansas Appraiser Licensing and Certification Board for fiscal year 2016-2017, payable from cash funds defined by Arkansas Code 19-4-801.

Establishes four maximum regular employee positions: Executive Director (Grade N902), Regulatory Board Chief Investigator (Grade C123), Executive Assistant to the Director (Grade C118), and Administrative Specialist III (Grade C112).

Allocates funds as follows: $207,071 for regular salaries, $65,354 for personal services matching, $163,178 for operating expenses, $29,700 for conferences and travel, and $11,500 for professional fees.

Requires the agency to request legal services from the Arkansas Attorney General before employing private attorneys; Attorney General may authorize private counsel only upon written certification that sufficient personnel are unavailable.

Effective July 1, 2016 as an emergency measure to ensure uninterrupted operation of the agency and provision of essential governmental programs.
