Appropriates $1,642,975 to the Arkansas Minority Health Commission for the fiscal year ending June 30, 2017, funded from the Targeted State Needs Program Account.

Authorizes 6 regular employee positions including a Grants Coordinator (Grade C119), Accountant II (Grade C117), Health Program Specialist I (Grade C117), Human Resources Analyst (Grade C117), and Administrative Analyst (Grade C115), with total regular salaries of $201,206.

Allocates funds for personal services matching ($81,427), maintenance and general operations ($333,229), conferences and travel ($20,000), professional fees ($448,559), and screening, monitoring, treating, outreach and advertising ($558,554).

Requires prior approval from the Arkansas Legislative Council or Joint Budget Committee for transfers of funds between budget classifications and promotional items appropriations.

Includes provisions restricting transfers under Arkansas Code 19-4-522, limiting Tobacco Settlement-funded positions to Tobacco Settlement funds only, and requiring compliance with state purchasing and accounting laws.
