Establishes a maximum of 115 regular employees for the Workers' Compensation Commission for fiscal year 2016-2017, with the WCC Chairman earning $130,557 and other positions ranging from administrative law judges to administrative specialists.

Appropriates $25,505,057 from the Workers' Compensation Fund for personal services, operating expenses, overtime, professional fees, capital outlay, refunds/reimbursements, investments, and computer software/hardware.

Appropriates $151,750,000 from the Death and Permanent Total Disability Trust Fund for refunds, death and total disability claims, and investments.

Appropriates $4,250,000 from the Second Injury Trust Fund for refunds and second injury claims, and $140,000 from a cash fund for scholarships and educational conference expenses.

Appropriates $105,450 from the Workers' Compensation Fund for building repairs and maintenance of the WCC Building, with all appropriations effective July 1, 2016 through June 30, 2017.
