Establishes maximum of 2,251 regular employees and 2,064 temporary/part-time employees for Arkansas State University for fiscal year 2016-2017, with detailed salary schedules by position and classification

Appropriates $85,893,595 from the Arkansas State University Fund for state operations including $64,945,935 for regular salaries, $10,462,092 for personal services matching, and $9,473,650 for operating expenses

Allocates state operation funds to Jonesboro Campus ($80,610,689), ASU System Administration ($2,851,591), and Heritage Sites ($2,431,315)

Appropriates $237,174,683 from cash funds for additional personal services, operating expenses, capital improvements ($52,349,683), debt service ($22,000,000), and other university operations

Authorizes one-time lump-sum incentive bonuses or educational differentials of up to 6% of employee salary for degree attainment, effective July 1, 2016 through June 30, 2017
