Establishes a maximum of 5,338 regular employees for University of Arkansas - Fayetteville for fiscal year 2016-2017, with detailed salary ranges for 374 position classifications spanning administrative, academic, and classified positions.

Authorizes 3,208 part-time or temporary employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $178,909,390 from the University of Arkansas Fund for state operations, including $131,000,000 for regular salaries, $30,000,000 for personal services matching, and $15,832,540 for maintenance and general operations.

Appropriates $704,037,232 from cash funds for personal services, operating expenses, capital improvements, debt service, and fund transfers.

Authorizes additional appropriations totaling $4,652,588 for specialized programs including the School of Law ($800,000), Garvan Woodland Gardens ($500,000), Pryor Center ($250,000), Research and Technology Park ($250,000), World Trade Center ($252,588), Partners for Inclusive Communities ($250,000), and Arkansas Centers for Rural Education in Autism ($2,500,000).
