Appropriates $350,000 to the Arkansas State Highway and Transportation Department from the Miscellaneous Agencies Fund Account for public transportation programs serving transportation-dependent persons, including project applications, program development, and matching funds for federal Department of Transportation grants.

Appropriates $4,000 to the Arkansas State Highway and Transportation Department for operating expenses of the National Oceanic and Atmospheric Administration (NOAA) Weather Warning Radio System for fiscal year 2016-2017.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency clause to make the act effective July 1, 2016, as required by the Arkansas Constitution's one-year appropriation limit and necessary for agency operations.

Act was approved on May 2, 2016.
