Appropriates $500,000 to the Office of the Governor from the Miscellaneous Revolving Fund for the fiscal year ending June 30, 2017, under Arkansas Code 19-2-404 for emergency proclamation purposes.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and Department of Finance and Administration regulations.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, legislative recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2016, stating the appropriation is essential to agency operations and necessary for immediate preservation of public peace, health, and safety.
