Appropriates $6,012,019 from the State Central Services Fund to the Office of the Governor for the fiscal year ending June 30, 2017, including $4,015,582 for regular salaries and $1,203,742 for personal services matching.

Establishes a maximum of 60 regular employees for the Governor's Office with specified positions and salary rates ranging from $37,855 to $135,859.

Authorizes up to 7 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Permits the Governor's Office to exceed maximum salary levels by up to 20% for no more than one-third of authorized positions with approval from the Arkansas Legislative Council or Joint Budget Committee.

Allows the Governor's Office to transfer appropriations between line items with approval from the Chief Fiscal Officer and Arkansas Legislative Council; effective July 1, 2016 through June 30, 2017.
