Reappropriates $965,750 from the balance of Act 198 of 2015 to the Department of Finance and Administration - Revenue Services Division for major maintenance and repairs to the Ledbetter Building and Ragland Building, effective July 1, 2016.

Prohibits awarding contracts or incurring obligations in excess of State Treasury funds actually available, but allows institutions to accept and use grants, donations (including Federal funds), and unobligated cash income to supplement State funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Establishes that fund disbursements must comply with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and official Arkansas Legislative Council or Joint Budget Committee minutes.

Declares an emergency clause making the act effective July 1, 2016, citing constitutional restrictions on appropriations to one-year periods and the essential need for immediate operation of the agency.
