Establishes maximum of 29 regular employees for the Arkansas State Board of Nursing for fiscal year 2016-2017, including an Executive Director at $104,834 annual salary and support staff across various grade levels.

Appropriates $2,793,334 from the State Board of Nursing Fund for personal services and operating expenses, including $1,492,092 for regular salaries, $477,877 for personal services matching, and $821,865 for maintenance and general operations.

Appropriates $236,691 for the Nursing Student Loan Program to make student loans during fiscal year 2016-2017.

Appropriates $35,000 for Nursing Education Workshops operating expenses and $192,500 for criminal background check operating expenses.

Declares an emergency effective July 1, 2016, to ensure the agency can operate during the fiscal year and comply with the Arkansas constitutional prohibition on appropriations exceeding one year.
