Establishes a maximum of 224 regular employees for College of The Ouachitas for fiscal year 2016-2017, including 19 twelve-month administrative positions, 32 classified positions, and 8 academic positions with specific salary ranges.

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates of pay not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $4,942,489 from state operations fund for regular salaries ($3,055,682), personal services matching ($825,658), and maintenance and general operations ($1,061,149).

Appropriates $12,930,486 from cash funds for regular salaries ($3,000,000), extra help ($1,000,000), personal services matching ($1,800,000), operations ($2,800,000), capital improvements ($1,100,000), and other expenses.

Requires College of The Ouachitas to limit Clark County offerings to non-academic technical courses not offered at Henderson State University and establishes a cooperative agreement between the two institutions effective July 1, 2016 through June 30, 2017.
