Establishes a maximum of 2,253 regular employees for University of Central Arkansas for fiscal year 2016-2017, with specified salary ranges from Distinguished Professors at $175,181 to entry-level positions at lower rates.

Authorizes up to 1,600 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $68,068,962 in state operations funding, including $51,000,000 for regular salaries, $4,500,000 for extra help, and $10,368,962 for personal services matching.

Appropriates $408,800,000 in cash funds for operations, capital improvements, debt service, and other expenses including $77,000,000 for regular salaries and $105,000,000 for capital improvements.

Authorizes special provisions for food service contingency positions, coaching allowances up to $10,000 per fiscal year, voluntary payroll deductions, and faculty tuition reimbursement for critical shortage areas; effective July 1, 2016 through June 30, 2017.
