Appropriates $1,314,417 from the Miscellaneous Agencies Fund Account for the Department of Finance and Administration - Alcoholic Beverage Control Enforcement Division for fiscal year 2016-2017, including $830,836 for regular salaries and $328,781 for personal services matching.

Authorizes a maximum of 20 regular employees: 1 Director (Grade N901), 18 Enforcement Officers (Grade C118), and 1 Administrative Specialist III (Grade C112).

Appropriates $484,754 in federal funds for operating expenses ($100,754), conference and travel ($10,000), and grants and aid for combating underage drinking ($374,000).

Requires compliance with state procurement law, accounting procedures, salary restrictions, and other fiscal control laws in disbursement of appropriated funds.

Effective July 1, 2016, with an emergency clause declaring that one-year appropriation limitations require immediate effectiveness to ensure continuous agency operation.
