Establishes maximum of 13 regular employees for the Arkansas Fair Housing Commission for fiscal year 2016-2017, including 1 director, 1 administrative services manager, 1 chief investigator, 5 investigators, and 5 other support positions.

Authorizes up to 2 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,431,561 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $551,392 for regular salaries, $40,000 for extra help, and $207,802 for personal services matching.

Appropriates an additional $170,000 from the Arkansas Fair Housing Commission Trust Fund for operating expenses.

Becomes effective July 1, 2016 under emergency clause to ensure continuity of agency operations.
