Reappropriates $2,000,000 from Act 155 of 2015 for the Department of Finance and Administration - Management Services Division for maintenance, renovation, construction, acquisition, improvement, and repair of real property and facilities department-wide, effective July 1, 2016.

Reappropriates $1,500,000 from Act 155 of 2015 for implementation of and contractual services related to the SAP Employee Self Service (ESS) Time Entry and Approval and Leave Request module, effective July 1, 2016.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws, while allowing agencies to supplement with grants, donations, and Federal funds.

Establishes that funds must be disbursed in compliance with stated reasons for the appropriations as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the act effective July 1, 2016, citing constitutional restrictions on appropriations to a single year and the need to prevent irreparable harm to agency operations.
