Appropriates $17,299,781 from the State Central Services Fund for the Bureau of Legislative Research and Legislative Council for fiscal year 2016-2017, including $10,090,629 for regular salaries and $150,000 for extra help.

Establishes maximum of 130 regular employees for the Bureau, including positions ranging from Director at $159,582 annually to support specialists, plus authorizes up to 31 part-time or temporary employees.

Appropriates $271,060 for Ad Interim Committee study expenses, $1,696,396 for per diem and mileage to legislative members attending committee meetings, and $65,806 for Energy Council expenses.

Authorizes the Director of the Bureau to transfer appropriations between line items as needed and allows cost-of-living salary increases for Bureau employees on July 1 each year, with discretionary adjustments for market conditions and retention.

Reappropriates up to $2,000,000 from remaining balances of prior fiscal year appropriations and declares the act effective July 1, 2016 with an emergency clause.
