• Establishes maximum of 122 Trial Court Administrator positions at Grade C117 salary level for fiscal year 2016-2017, with total appropriation of $7,787,911 from the Trial Court Administrator Fund for salaries, matching funds, expenses, and substitutes.

• Establishes maximum of 122 Official Court Reporter positions at Grade C119 salary level for fiscal year 2016-2017, with total appropriation of $9,974,929 from the Court Reporter's Fund for salaries, matching funds, expenses allowance, indigent transcripts, and substitutes.

• Assigns the Administrative Office of the Courts responsibility for financial oversight, budgeting, expense monitoring, and establishment of procedures for hiring, terminations, and salary adjustments for both Trial Court Administrators and Official Court Reporters.

• Requires the Administrative Office of the Courts to ensure annual appropriation requests and expenditure changes do not exceed total available revenues from the Administration of Justice Fund and respective fund balances.

• Delays hiring of new Trial Court Administrators when a position becomes vacant due to accumulated annual leave payments, with the position remaining vacant for the time required to account for that cost.
