Establishes 12 maximum regular employees for the Office of the Prosecutor Coordinator for fiscal year 2016-2017, including one Prosecutor Coordinator at $104,558 annually, one Deputy Prosecutor Coordinator, three Attorney Specialists, and support staff positions.

Appropriates $1,034,349 from the State Central Services Fund for personal services and operating expenses, including $677,214 for regular salaries, $219,856 for personal services matching, $132,587 for operating expenses, and $4,692 for conferences and travel.

Appropriates $70,660 from the Law Enforcement and Prosecutor Drug Enforcement Training Fund for law enforcement and prosecutorial drug enforcement training programs.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other fiscal control laws under regulations by the Department of Finance and Administration.

Declares an emergency effective July 1, 2016, to ensure the agency can operate continuously and prevent harm to essential governmental programs.
