Establishes maximum of 330 regular employees for South Arkansas Community College (SACC) for fiscal year 2016-2017, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 175 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $7,470,033 from the South Arkansas Community College Fund for personal services and operating expenses, including $4,725,000 for regular salaries and $130,000 for extra help.

Appropriates $35,303,015 from cash funds for personal services, operating expenses, capital improvements ($7,000,000), debt service ($833,076), and fund transfers/investments ($3,000,000).

Effective July 1, 2016 with emergency clause declaring immediate implementation essential to college operations and compliance with Arkansas constitutional one-year appropriation limits.
