Establishes 2 regular full-time positions for the Arkansas Social Work Licensing Board for fiscal year 2016-2017: one Executive Director (Grade C115) and one Administrative Specialist III (Grade C112)

Authorizes up to 1 part-time or temporary employee as needed, with compensation rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $204,326 total from the Social Work Licensing Fund, including $80,506 for regular salaries, $13,000 for extra help, $24,170 for personal services matching, and $86,150 for operations, travel, and professional fees

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws and Department of Finance and Administration regulations

Effective July 1, 2016 with emergency clause declaring the appropriation essential to agency operations
