Establishes 2 regular full-time employees for the Arkansas State Board of Physical Therapy for fiscal year 2016-2017: one Executive Director (Grade C120) and one Administrative Specialist III (Grade C112)

Authorizes up to 1 part-time or temporary employee ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $262,029 total for personal services and operating expenses, including $91,891 for regular salaries, $5,000 for extra help, $30,816 for personal services matching, and $89,833 for operating expenses, $3,489 for conferences and travel, and $41,000 for professional fees

Allocates $25,000 of the professional fees appropriation for contracting an independent or private investigator to perform investigative tasks; prohibits Physical Therapy board members from acting as investigators

Makes appropriations effective July 1, 2016 and includes requirements for Attorney General approval before expending funds on legal services and compliance with state procurement and fiscal control laws
