Establishes 56 maximum regular employees for the Arkansas Commission on Law Enforcement Standards and Training for fiscal year 2016-2017, including positions ranging from CLEST Director at $86,767 annually to cooks and administrative support staff.

Appropriates $3,438,735 from the Miscellaneous Agencies Fund for State Operations, including $1,838,989 for regular salaries, $695,014 for personal services matching, and $904,732 for maintenance, general operations, conferences, travel, professional fees, and capital outlay.

Appropriates $438,675 from cash funds for Special Training operating expenses and $212,335 from the Miscellaneous Agencies Fund for 911 Training & Education programs.

Appropriates $94,624 from Attorney General funding for repairs and upgrades to ALETA firing range and facilities, and $25,000 from the Fallen Law Enforcement Officers' Beneficiary Fund for support to beneficiaries of fallen officers.

Allows unexpended capital outlay balances to carry forward to fiscal year 2017-2018 under conditions requiring written agency justification and legislative council reporting by the September meeting of the following fiscal year.
