Establishes a maximum of 304 regular employees for Arkansas State University - Newport for fiscal year 2016-2017, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 60 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $8,204,315 from state operations funds for regular salaries ($5,000,000), extra help ($160,000), personal services matching ($1,300,000), maintenance and general operations ($1,719,315), and funded depreciation ($25,000).

Appropriates $31,870,000 from cash funds for regular salaries ($8,125,000), extra help ($375,000), personal services matching ($2,530,000), maintenance and operations ($5,200,000), capital improvements ($8,500,000), debt service ($925,000), and other expenditures.

Establishes an emergency effective date of July 1, 2016, requiring compliance with state procurement, accounting, budgetary procedures, and other applicable fiscal control laws.
