Adds exception to unlawful acts section allowing certain individuals to perform security services under § 17-40-325 without prior licensure if application is pending and they work under supervision of a licensed professional.

Modifies criminal disqualification standards for security officer and private investigator licenses by removing "crime involving moral turpitude" as standalone disqualification and replacing it with "attempted felony or solicitation or conspiracy to commit a felony classified as Class A misdemeanor."

Establishes 10-year lookback period allowing individuals with misdemeanor convictions to obtain licenses if conviction occurred 10 or more years before application date.

Requires background checks to include all previously sealed or expunged offenses for licensure decisions.

Declares an emergency to address unintended consequences of prior licensing act that rendered qualified individuals ineligible due to minor or aged offenses.
