Merges Crowley's Ridge Technical Institute into East Arkansas Community College effective July 1, 2016, transferring all statutory authority, powers, duties, functions, records, personnel, property, and unexpended funds.

Abolishes the Board of Directors of Crowley's Ridge Technical Institute and transfers its powers and duties to the Board of Directors of East Arkansas Community College.

Allows East Arkansas Community College to continue purchasing procedures from either institution and maintain flexibility in shop purchases, parts, and construction programs.

Redirects Work Force 2000 Development Fund and Federal Adult Basic Education Fund allocations that would have gone to Crowley's Ridge Technical Institute to East Arkansas Community College for workforce development and training programs.

Restricts Crowley's Ridge Technical Institute from changing policies, terminating employees, hiring new staff, or altering records between the bill's effective date and July 1, 2016, except with permission from East Arkansas Community College's Board of Directors.
