Amends Arkansas Code § 5-14-110 to expand the definition of sexual indecency with a child to include acts by persons in positions of trust or authority, including corrections and detention facility employees, mandated reporters, school employees, parents, guardians, and temporary caretakers.

Adds a new provision making it criminal for persons 18 years or older to cause or coerce a minor under 14 years of age to expose genitals or female breast with sexual intent.

Maintains sexual indecency with a child as a Class D felony offense.

Declares an emergency clause citing a March 17, 2016 Arkansas Supreme Court decision in State v. Coble that found the previous statute technically did not prescribe criminal liability for certain acts of sexual predation.

Bill became effective upon Governor's approval on May 23, 2016.
