Merges Crowley's Ridge Technical Institute with East Arkansas Community College effective July 1, 2016, transferring all statutory authority, powers, duties, functions, records, personnel, property, and unexpended funds to the community college.

Abolishes the Board of Directors of Crowley's Ridge Technical Institute and transfers its powers and duties to the Board of Directors of East Arkansas Community College.

Redirects Work Force 2000 Development Fund and Federal Adult Basic Education Fund allocations that would have gone to Crowley's Ridge Technical Institute to East Arkansas Community College for workforce development and training programs.

Prohibits Crowley's Ridge Technical Institute from changing policies, terminating employees, transferring employees, hiring new staff, or destroying records between the act's effective date and July 1, 2016, unless approved by East Arkansas Community College's Board of Directors.

Allows transferred employees to elect by January 31, 2017, whether to remain in their current health insurance and retirement systems or switch to East Arkansas Community College's plans.
