Amends Arkansas Code § 9-28-217(a) to add a new subdivision (18)(A) allowing persons, agencies, or organizations engaged in bona fide research or evaluation projects to access juvenile records if determined by the division to have value for advancing juvenile justice policies.

Prohibits redisclosure or publication of any confidential information from the Department of Human Services provided for research, evaluation, or projects under the new subdivision.

Declares an emergency, finding that access to juvenile records for bona fide research promotes informed decision making and improves case planning for delinquent youth.

States the act is immediately necessary to ensure Arkansas implements risk and needs assessments with fidelity to improve outcomes for youth and juvenile justice.

Became effective upon Governor approval on May 23, 2016.
