Allows Category I and Category II occupancy buildings designed for manufacturing, industrial use, or public works to use a ten percent probability of exceeding the design seismic event in fifty years instead of the stricter two percent standard.

Permits use of lower seismic design standards based on United States Geological Survey data if the alternate design standard has been properly adopted by local ordinance.

Modifies seismic design calculations so that SDS equals SMS and SD1 equals SM1, eliminating the two-thirds adjustment previously required by the Arkansas Fire Prevention Code.

Requires that design seismic base shear shall not be less than that determined under Section 1607 of the Standard Building Code, 1997 Edition.

Declares an emergency based on findings that current seismic design requirements are overly restrictive and burden businesses, with immediate effectiveness upon Governor approval or expiration of veto period.
