Transfer $40,000,000 from the Rainy Day Set-Aside of the 90th Session Projects Account to the State Highway and Transportation Department Fund as a one-time transfer.

Transfer $1,500,000 to the State Highway and Transportation Department Fund in fiscal year 2017 from interest income earnings before crediting to the Rainy Day account.

Exempt sales and use taxes levied under Arkansas Constitution Amendment 91, § 3 from deduction or transfer to the Constitutional Officers Fund or State Central Services Fund for fiscal year 2017.

Require the Arkansas State Highway and Transportation Department to report bimonthly to joint meetings of the Senate Committee on Public Transportation, Technology, and Legislative Affairs and the House Committee on Public Transportation, with this reporting requirement expiring June 30, 2017.

Declare an emergency and make the act effective July 1, 2016, citing the critical need for highway, road, and bridge repair and maintenance to preserve public peace, health, and safety.
