Amends Arkansas Code § 12-80-104(a)(2) to allow Category I and Category II buildings for manufacturing, industrial, or public works use to employ a ten percent probability seismic design standard instead of a two percent probability standard, if the locality has adopted this alternate standard by ordinance.

Adds new Arkansas Code § 13-2-105 prohibiting municipal and county public libraries from being placed in flood zones or flood-prone buildings, with exceptions requiring approval from the Legislative Council or Joint Budget Committee if the locality demonstrates adequate flood protection measures.

Allows public libraries already located in prohibited flood-prone locations as of the effective date to remain in place without requiring approval.

Declares an emergency, citing that current seismic design requirements are overly restrictive based on scientific data and burden businesses, while public library materials require protection from spring and summer precipitation in Arkansas.

Makes the act effective immediately upon the Governor's approval, expiration of the veto period, or override of a gubernatorial veto.
