Amends Arkansas Code § 9-28-217(a) to allow persons, agencies, or organizations engaged in bona fide research or evaluation projects determined by the division to have value for juvenile justice policy development to access confidential juvenile records.

Prohibits redisclosure or publication of any confidential information provided by the Department of Human Services for approved research, evaluation, or projects.

Declares an emergency, finding that access to juvenile records for bona fide research promotes informed decision making and improves case planning for delinquent youth.

States the act is necessary to ensure Arkansas implements risk and needs assessments with fidelity to improve outcomes for youth and juvenile justice.

Became effective on May 23, 2016 upon gubernatorial approval.
